Rules decide, AI explains

The verdict itself always comes from the transparent rule set, so it stays predictable and cannot be talked around. The AI layer sits on top to do something the rules cannot: read the whole context at once and explain it in a sentence or two you can paste straight into a group chat, "deployed seven tokens, sold two within hours, funded from a fresh wallet, treat with care".

Why keep them separate

Keeping the decision in the rules and the explanation in the AI means you never get a verdict you cannot trace back to a concrete on-chain fact. The AI makes the result readable; it does not get a vote on whether something is a STOP.
